We all know Mission Valley is a flood plain for the SD River. Every single time we have even a medium-sized rain storm, shit floods. the lower level of that parking garage does this almost every time. Why people park there when rain in in the forecast - heck, even why Fashion Valley allows people to park there when it’s going to rain - is completely beyond me. Dumb people are dumb.
